What Is AI Governance?

AI governance is the framework of policies, processes, roles, and oversight mechanisms that an organisation puts in place to ensure its AI systems are used responsibly — in alignment with ethical principles, legal requirements, and business objectives. It answers: who is accountable for AI decisions, how are risks assessed, what rules govern AI use, and how is compliance verified?

As AI becomes embedded in products, hiring, customer service, fraud detection, and operations, governance is no longer optional — it's a legal, ethical, and commercial imperative.

Why AI Governance Is Needed

Legal requirements: The EU AI Act (2024) establishes binding requirements for AI systems used in the EU, categorised by risk level. High-risk applications face strict obligations around transparency, human oversight, and documentation.

Liability and accountability: When an AI system makes a harmful decision — a discriminatory loan denial, a flawed medical recommendation — someone must be accountable. Governance frameworks define that accountability chain.

Trust and transparency: Customers, employees, and partners increasingly expect to understand how AI decisions are made. Governance frameworks address transparency and explainability.

Risk management: AI systems can fail in unexpected ways — hallucinations, biased outputs, adversarial attacks. Governance identifies and mitigates these risks before deployment.

Core Components of AI Governance

AI inventory: A register of all AI systems in use, their purpose, risk classification, and accountability owners.

Risk assessment: Evaluate each AI system for potential harms — to individuals, the organisation, or society.

Use policies: Define acceptable and prohibited uses of AI, including rules around sensitive data, automated decision-making, and customer-facing applications.

Model documentation: Maintain records of training data, model performance, limitations, and testing results.

Human oversight: Define which decisions require human review rather than full AI autonomy.

Incident response: Define how to respond when an AI system produces harmful outputs or is exploited.

Regular audits: Review AI systems periodically for drift, bias, and ongoing compliance.

The EU AI Act in Brief

The EU AI Act (effective 2024–2026) classifies AI systems into four risk tiers:

  • Unacceptable risk: Banned (social scoring, real-time biometric surveillance in public spaces)
  • High risk: Strict obligations (recruitment, credit scoring, critical infrastructure, law enforcement)
  • Limited risk: Transparency requirements (chatbots, deepfake generation)
  • Minimal risk: No obligations (spam filters, game AI)
